How do you evict someone who has never paid rent

if there is a lease, you allege that and the fact that no payments have been made. You have to give statutory notice of non payment and then you can file. If there is a breach of the lease for non payment you can terminate the lease with appropriate statutory notice for that. You need to consult with an attorney with all relevant facts.
