evictions
i am behind on rent; i have not been evicted nor received a letter from my landlord asking me to leave, but he has informed me he will shut off my utilities in less than 48 hours(and i have a 9 month old infant) is it legal for him to do that?

It is not legal. That is a constructive eviction, and he cannot do it. He either has to evict you pursuant to the procedures set out in the law, or provide you with a inhabitable apartment. That means providing utilities.
