Legal Question in Landlord & Tenant Law in Florida

Can a Florida tenant agree to my claim against security deposit by email? My notice of intent to make a claim on security was sent to him certified mail, RRR. It requests he send any dispute to my home mailing address. Should I consider him in agreement with the claim as he states in his email? Or, should I wait 15 days for no written response by mail via the postal service before returning the balance of the security deposit?
