Can a foreign national non-resident in the state of florida sue a US resident in the small claims court over a non-refund of a security deposit?

If the tort occurred in the state of Florida, then yes you can sue for non-refund. YOu do not have to be a resident of the US in any state if you were violated while in that state. YOu are entitled to fair treatment.
