Legal Question in Landlord & Tenant Law in Florida

Hi

I live in an apartment with several problems, I got in touch with the city and my landlord was fined for Ac not working well for over a month,

But it's been over a month and my AC is not working properly, the outside temperature is between 83 C to 93 F inside and 83 F to 86 F and my account is coming with the absurd value $ 145, 179 U.S. dollars .. . we are three people in a one bedroom apartment with central air conditioning

My question is

Can I sue my landlord for moral damage?

Because it said it will not change the AC to be very expensive, because the AC has to be replaced and that sometimes he was there around 11am (time that the sun is not directly in my wall) was 75 F and was fairly fresh and the air should not be freezing, but refreshing (and refreshing that is working) and that for some people this temperature was optimal

This is a great lack of respect, because after 2pm the temperature inside my house is 82 F

They said these words, but made it clear that if I was not satisfied that I change

I came to buy a portable air conditioner (worth $ 400) for an area of 690 SqFt with 11,000 BTU and still does not work only for my living room, which is lower than 590SqFt

Thank you very much
