can an HOA who only allows greater than 6 month rentals restrict me from allowing my friends and family to use the unit when I am not there?

Probably. Your place is not a motel, and the HOA probably will not allow you to use it as one.

Depends on what the condo or HOA documents state. Read them and you should have your answer. Also, that would probably be considered a rental, and if your condo or association doesn't allow rentals or short-term rentals, then you most likely cannot.
