Can a hotel promise you one rate then change their mind? I was promised my rate would not change, then the hotel changes it's mind for an upcoming Republican Convention in Tampa?

It depends on how their promise was made, whether there was consideration for the promise, what the terms of your contract was, if there was a contract.
