is the security deposit deducted from damage charged after renting a apartment??

It should be. That's the purpose of a security deposit. If the property is damaged, the security deposit should be credited agains the amount of the damage done.

The deposit is used to pay for the damages. If it is insufficient, then you are liable for the excess.
