Is my landlord allowed to keep my laptop and camera until I pay him the remainder of the rent?

Huh? Did you vacate your unit and leave these items behind? Did the landlord go in and take them without your consent? I think it matters on how the landlord received the items as to whether he can hold them. Generally I would say he is not entitled to impose a lien against them until he has evicted you and your personal property has been removed from the premises UNLESS your lease allows for this action. Seek some legal help.
