Can my landlord charge me a full month rent if I return my key one day after my notice to vacate date?

The short answer is yes. If you occupy the residence for any part of the next month you are responsible for the whole month unless your landlord agrees to prorate it in advance.

Yes the landlord can do that. They could even charge you twice the rental as a holdover tenant if the lease ended.
