Can a landlord decuct $100 from my security deposit for repainting of bedroom due to normal wear and tear?

IThe answer to that question is entirely dependent on the terms of your lease. If that was part of your agreement in the lease, then yes. If not, then no.

Of course, considering that it is only $100.00, you may decide it is not worth your effort to pursue legal action against your landlord if he does withhold.
