Does a landlord have the right to keep my deposit if I never signed a lease and never moved in and gave him a 10 day notice that I wasn't moving in the house? I never received a key or anything in writing of an agreement.

Probably not, but what were the terms of the deposit being made? Was it made to keep an apartment off the market? Your factual summary is inadequate to actually answer your question. Not moving in and not getting the keys does not necessarily mean no earned deposit as it entirely depends on what the deposit was paid for according to the contract between the parties.
