landlord dispute
can a landlord who charged a non refundable redecorating fee then also charge for carpet cleaning above that amount. even though the rug was was not stained or dirty beyond reason.

It depends on what is in your lease. Usually, you do not get charged for cleaning at the end of a lease if it is only normal wear and tear. However, if the lease says that will be charged at the end of your lease, then you bought into it upfront and they can charge you.
