Can my landlord one month void a stipulation by accepting payment outside of the dates listed in the stipulation and the next month reinstate it without getting verbal or written agreement if the initial void was verbally agreed on?

the stipulation will control. I doubt it is voided by accepting payout outside the dates, but the terms would specify this. you need to have an attorney review the agreement. modification of a written agreement cannot usually be done orally.
