my landlord wants to raise my rent from $575.00 to $600.00 because i have more people living with me than is on the lease, can he do that?

It depends on what the lease states regarding additional tenants; particularly in regards to either extended family or non-family members.

Please make sure that all modifications to the lease are in writing and signed by both you and the landlord. He is modifying the lease (in your favor) to allow more people than the lease allows. If you don't have a written modification stating that, he could later say that you breached the lease... and bad things could happen, such as eviction. I think it is fair to pay an extra $25 per month in exchange, which also needs to be in writing. Good luck.
