Recently my apartment got broke into I request from the rental manager to change apartment because I fear for my live/safety. The manager stated to me NO but I can break my lease agreement but I will be penalize for this. Is there a law if a individual fear for the safety can change apartment or break the lease agreement without getting penalize?

No. There is no exception in Florida law that permits a tenant to break a residential lease for fear of having their apartment broken into. That said, there may be a seperate cause of action against your landlord if they fail to provide adequate security and their is a history of break-ins. You should seek out a local attorney specializing in Landlord Tenant matters for a consultation.
