Landlord Trying To Get Rent That Was Already Paid

My landlord sent me a 3day eviction notice for Feb. rent, which has been paid according to my lease by my LAST MONTH check. My land lord has made it pretty clear that she does not intend to give us our security deposit back. Are we intitled to live out our security deposit? She is also trying to charge another person in my house for an illegal room that they never stayed in and that the landlord is being fined for having in the first place. Do we ignore the 2nd eviction notice towards the other party since there is no paper work and she's not allowed to have that room any ways?

How do I go about handling my situation?

We are in desperate need of some help.

You cannot apply a security deposit toward a rental payment.
