Landlord responsibilities

Is it the responsibility of the landlord to provide tenant with a mailbox key that is currently on the rental property but has never been used due to renovations?

Huh? I am not sure that I truly understand your question but will try to frame an answer to what I believe might have been asked. A landlord does NOT have to provide a key that has never been used before to a mailbox. If the tenant has ill feelings about the safety of the box, he/she can arrange for the post office to change the lock for a fee.
