Can a landlord sell property that is still actively being rented out without giving the tenant atleast 30 days notice?

Look to the contract; however, the landlord is generally free to sell the property. If you are on a month to month lease you will have a right to a 15 days notice of any changes or termination of your lease arrangements.

If you have a written lease, you are entitled to stay for the term.
