Can a landlord of a 550 unit high rise refuse to accept packages (including FED Ex, flowers, documents)delivered to tenants? This is my ONLY address.

This is an interesting question which is not covered under Florida law. You should call the United States Postal Inspectors office and query them about postal regulations. I would have to guess (and it is only a guess) that every landlord has to make provisions for the lawful delivery of mail.
