if you are renting a home and your ac unit fails and your landlord does not fix it can you have someone come repair it and the landlord be responsable for payment?

This should be covered by the terms of the lease agreement. You need to read it carefully and see what the lease says about repairs including who is responsible to pay for what repairs and what happens if the repair is not done timely. If you have questions, you need to meet with an attorney who can review the lease and advise you of your legal rights and obligations.
