Lease expired but the Tenant doesn'y leave?

I had a written Lease wich ended on Dec. 31 2008. As per tenant request, I let her stay one more month ,January telling her that for only this time she could stay one and last month, will was covered with the last month paid in advance. I told her that I am not renewing the lease and she must leave at the end of January, verbally and in written. I sent her two letter hand delivery an one Certified letter wich ratificate my intention of NOT renew the Lease. She has not paid the utilities for water and electricity (50 %) as per our Lease. She doesn't leave the premises. How can I evict her, as eviction or holdover. If it is better holdover, how is the procedure? How the eviction?I do not her to stay.

There is a relatively simple procedure to evict a tenant, but the statutes be complied with fairly strictly.
