Lease

If someone is named in a lease and signs a 'contemplated lease contract' and a release to run his credit and fills in and signs an application, lives in the apartment but does not sign the lease. Can he be held accountable when he breaks the lease?

Accountable for what? If you trashed the place, yes. If you moved out early, probably not if there is nothing signed.

It would depend on what specifically was signed.
