Is it legal for an apartment complex to deny rent payments due to an error on the electric companies behalf, where the services were not promptly turned over into my name... ? I'm not disputing the amount, I'm disputing the time frame in which they're allowing payment and the fact that they are refusing rent and basically forcing eviction upon my family due to someone else's mistake. I am on a fixed income as a veteran returning to college, we have no room to make such a large payment all at once just to be able to pay our rent on time like normal.

There are facts missing which make it difficult to answer this inquiry. The landlord paid the electric bill and is requiring that you pay it back in a lump sum? Sounds like they likely have a right to do this, but your actual lease agreement would control. You could hire an attorney to try and negotiate it with them, but the money is probably better spent on paying down the debt that you acknowledge
