Is it legal for my landlord to turn my water off if I rent land from them?

Landlords may not cut off essential services such as water in a residential lease. If your rental is land, vacant? or what? and you need water, maybe you have plants growing there, and your lease requires the landlord to provide water, then it is an essential service. The landlord could be liable for the loss of crops etc, due to turning off the water.
