Legal Question in Landlord & Tenant Law in Florida

I have a legal question...if a landlord steals electricity and code enforcement documented and the landlord gave written papers stating that he owed the tenant over1400 in "shared electrical usage over a 20 month period. The tenant had no consent or knowledge of the theft until 20 months after the electric had be hooked up and buried under the ground, is that civil theft. The police had written a report. The landlord told the officer that he did it but there was consent of the tenant so no charges are filed..is this civil theft??

Did you give consent in your lease with the landlord? Did you tell the police that the landlord did not have permission?!
