What is the legality involved with paying a person's utility payments to a utility company? With or without the utility company knowing? Is it fraudulent to pay someone's bils?

Its not fraud to pay another's bill. It is fraud to impersonate someone else to gain access to their account. If you take someone's bill out of the mailbox, that's mail theft. But just paying it is no issue at all. Send me your address, you can pay mine...
