Legal Question in Landlord & Tenant Law in Florida

i live in an apartment complex. i pay for a parking spot. my car has a flat in that spot that i pay for. the complex manager put a sticker on my car that said i have to fix the flat or it will be towed. the manager told me that in the lease it says "if theres an unsightly sight" and the manager considers it to be unsightly. my question is, how can he determine that? i mean, who or what decides what is unsightly?

It's what the "general community" considers unslightly. The general community (that's us) considers a parked car with a flat tire unsightly. Fix your tire.
