Legal Question in Landlord & Tenant Law in Florida

We live in a 3 floor Condominium and there is a attic area above the third floor . I live on the second floor and the Condo owner above me seldom comes to stay in his condo because he uses it as a Vacation place .
Approximately 4 days ago , we heard an animal running and on the floor of this gentleman's condo . We twice notified the Condo Assoc. of the Presence of an animal walking around in the Condo above us . They say they have notified the gentleman and the Assoc. has no way to get in to his unit .
The animal is in his unit and may not be able to get food or water and may not be able to get out of his Condo unit and could easily die there .
The condo Assoc. does Not seem to want to get involved . I hate to see any animal die a horrible death and I don't want to deal with smell of death in our Condo Unit below . . . Any Suggestions ?
