Legal Question in Landlord & Tenant Law in Florida

We have lived in this apartment for six years this October. Since we signed the lease, they have known we have pets (a dog and a cat). Used to be that the dog could go to the bathroom on the property grounds. I have ALWAYS picked up her feces and thrown it away in the dumpster. Now, just today, the tenants got a notice saying that dogs would NO LONGER be allowed to do their business on the property grounds. Can the landlord do this?
