i been living in my apartment complex in Orlando Florida for a little over 14 months when i moved in i thought that electricity was included 13 months pass and I get a invoice from a 3rd party billing company saying I owe the apartment complex 933 and some change I ignored it do to the fact the it wasn�t a real invoice from the electricity company or my apartment company long story short I went to pay my rent on the 1st and they said they wont accept my rent unless I pay $450 dollars and today they told me pay my rent plus the 450 today by 5pm or they will evict me� can they do this

If that's what you owe the apartment complex pursuant to your lease with them, then yes. If you want to contest it, answer the eviction summons and go to court to have your side of the story heard.
REad your lease - does it state that electricity is included. If not, you can be evicted.
