does my month to month tenant (after ending a year long lease) of my residential dock have an obligation to give notice?

Depends. Did the lease end and no one considered renewal? If the lease ends and the tenant continued to rent - it would be a month to month basis. But if the lease ended and the tenant left, then maybe not. I would have to read your lease to be positive about that.
