Legal Question in Landlord & Tenant Law in Florida

Hi,

I moved out of a condo I was renting in the State of Florida on Sept. 18, 2009. I gave my landlord my new address to send the deposit. I have yet to recieve it though. I was reading that he has 30 days to contact me through certified mail if he is going to keep any of the deposit. Tomorrow will be the 30th day, and I have yet to receive anything? So my question is can he still keep any of my deposit? I had the whole condo repainted to the color of his choosing and professionally cleaned. I was told that he replaced the carpets from a neighbor but the carpets were in great shape. Is he allowed to use my deposit for the carpets?
