Noisy upstairs neighbors

I own a condo. My neighbors upstairs are renters. It's a couple, a 3 yr old child, and their poodle. They have the same floor plan as I do: 1/1 BR 820 sq ft. They let the kid run around their apt. early in the mornings, waking me up. The child throws leggos and toys on the floor. I've asked them nicely to please get some carpet at least for the bedroom, so they do not disrupt my sleep. This was a month ago. They haven't purchased anythign, and they let the child run around the apt. disturbing the peaceful enjoyment of my property. I own. They are renters. What resources do I have? They seem like nice people. I feel bad they live cramped in a little spae, but they have refused to do anything about it. I think 30 days is enough time to buy and install the carpet or discipline their child, but they've done neither.

Check with the condo association to see if it id even permissible to rent. It may not be. If they are not supposed to be there, you might nicely contact the owner and let him know of the noise problem and that it will need to stop or you'll have to complain about the apartment being rented.

There are usually complaint mechanisms through the condo boards that I would investigate.
