Non-returned Security Deposit

Vacated a rental property in 4/06. Landlord has refused to do a final walk through, mail me notice of deductions taken from deposit, and has refused to give me my deposit all together.

What are the limitations? How do I go about taking him to court and getting my money back? Am I still entitled?
