Owner not making repairs.

I rent a home and have a 12 month lease. I am 2 months into the lease. We need repairs on our water system due to sulpher in our water. The owner does not want to make the repairs. He has said he wants us out. The lease says he is responsible for all major repairs as long as it was not caused by us. Do I have the right to with hold rent. And can I bring legal action against him for moving costs if we have to move. Any help would be great

FS83 indicates the procedure for LL repairs. Once he fails you can start paying rent to court.
