ive paod a pet deposite for my dogs in the past i just recently got two birds and the manager of the park said i have to get rid of the birds or get an eviction is that posible ive also asked to speek with the owner and they said they cant relay any messages or have him call us is that legal

It really depends on what your lease says about pets. It could be that there is a maximum number of pets allowed or a restriction on the type of pet. Read your lease agreement to see what is there about the pets.
As for the contact with the owner, if your lease is with the property management company then your point of contact is with them. If the owner doesn't want to be contacted that is their choice.
