Rental agreements are between the landlord and tenant. The State merely enforces that agreement, in addition to some non-negotiable duties of each party. If the landlord decides to give you free months in exchange for up-front rent, that is completely the landlord's decision, as there is no Florida statute requiring him or her to do so.
