if a person moved their personal belongings into your home, began receiving mail, was given a key, but never physically stayed there themself for 35 days would that be considered they stayed there?

yes, the lived there. now for what the reason question is, impossible to answer as you have not asked it. they were and are a tenant and probably need to be evicted.
