Can I remove my ex roommates things safely and palace them outside. The person has no lease agreement nor has pod anything towards rent or utilities.

No you should not place roommates possessions outside as you may be liable if anything happens to them. You need to file an action for ejectment as your roommate was living there with yoru consent.

Mr. Hall is correct. Once you take control of the possessions if you do anything that caused them harm you can be responsible for the damage. Seek some advice from an attorney.
