if you rent and you think there is mold in the wall and you ask for an inspector to come do you have to pay the bill, even if they dont find mold?

If you hire the company, you are responsible for the charges. You say "inspector" without defining who that is. Is that a health inspector or a private company? If public you likely wont be responsible, but check with them in advance to make sure.
