A lease is an agreement between the landlord and the tenant for the lease of a property. It can be for any length of time you desire. Most landlords to not want a lease for more than year because then they cannot recoup increased costs if taxes, insurance, etc. go up.

The landlord cannot "make you do" anything. The landlord can make an 18 month lease a condition to agreeing to lease his or her property however. If you want to lease it, then you have to agree to the term. If you do not (and that is your choice) then don't enter into the lease. It is your option.
