When a complex tries to pull a fast one in not having to return you deposit, i.e. saying that they had to redo the carpets after 1 year when there was absolutely nothing wrong with them, ergo, forgoing you deposit refund and actually asking you for money.

You can sue for your deposit. You might show up at your old address one day and knock on the door. See if the carpet is new.
