after repeadily asking the landlord to have pest controll done ,can I have the service done and legally deduct it from the rent payment in fla

Depends on what your lease states. I would suggest you send him a certified letter stating the pest problem and give him 10 days to remedy it. If he does not, then you need to call the health department
