Whether the roommate owes you money for rent, utilities, or other reason, you have to file a civil complaint against him/her to recover what is owed to you. Depending upon the dollar amount, you can file in small claims court without an attorney. Be sure to bring proof of the $$ amount owed to you when you go to court.
