In the state of Florida, can a landlord deduct NSF fees from deposit at move out when no prior mention of fees and no written lease

Typically security deposit is for damage to the unit not for NSF charges. That said if there really were such charges you would likely be responsible for them. Whether they are deducted from security OR pursued separately you would be charged for them and they could be setoff against security anyway.
