Doubt you can start charging rent after 2 years free but you can ask them to leave. If they refuse, bring an ejectment action to have them removed.

Verbal agreements to lease someplace are invalid after a year, so really, there is no agreement. A court might find that the person had a month to month lease, maybe. As Mr Slater, said, tell them to leave and if they won't, file an ejectment action. (An ejectment is NOT an eviction, so do not confuse the two. You may want to hire a lawyer to help you.)
