Cannot use toilet paper in the toilets

Our toilet is constantly backed up, the landlord came in and told us that the pipes are too small and we cannot flush toilet paper. This is obviously unsanitary and seems to be the responsibility of the landlord to have proper plumbing for this. What can we do? We do not have the funds for an attorney, but need this issue taken care of. Who can we contact to force him to take care of this?

Call the health department. The "pipes are too small" excuse sounds fishy.
