I’m currently unemployed because of COVID-19, can my landlord evict me or charge me in penalties?

Eviction cannot be pursued in Miami Dade. You dont say where you live.

They cannot evict you during the COVID-19, depending on the county you live in. However, that doesn't excuse you from paying the rent or owing the back rent that you have missed. When this is over, you will owe all the rent you missed, and once the ban on evictions is over, your landlord can evict you for non-payment of rent. Perhaps you should try to negotiate something with your landlord.
