not sure what you are asking. There are two types of venue. The first governs where a case may legally be filed. generally that is governed by the location of the defendant and or the place of the accident. Venue as "forun non convens" is a way to get a case transfered to a more convenient venue. That is governed by the location of the witnesses expected to testify at trial.
